According to FL Statutes, in order to receive certain state affordable housing funds, the City must establish an Affordable Housing Advisory Committee (AHAC), to review the City's rules, regulations, plans, procedures, and policies that impact the costs of developing affordable housing. Based on that review, AHAC must develop an Incentives and Recommendations Report (IRR).

According to Chapter 420 of the Florida Statutes, in order to receive certain state affordable housing funds, the City must establish an Affordable Housing Advisory Committee (AHAC) and the City Commission must appoint AHAC members. According to the statute, to promote representation of diverse stakeholder groups, the AHAC members must fill certain categories. The primary purpose of the AHAC is to review the City's rules, regulations, plans, procedures, and policies that impact the costs of developing affordable housing. Based on that review, AHAC must develop an Incentives and Recommendations Report (IRR) and submit it to the City Commission for submission to the State.
The members of the committee shall be and remain bona fide residents of the city. If at any time any member of the committee fails to be and remain a resident of the city that member will be automatically disqualified and removed from the committee.
The affordable housing advisory committee shall consist of nine members, and must include at least one city commissioner and one representative from at least six of the categories below:
(1) A citizen who is actively engaged in the residential home building industry in connection with affordable housing.
(2) A citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing.
(3) A citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing.
(4) A citizen who is actively engaged as an advocate for low-income persons in connection with affordable housing.
(5) A citizen who is actively engaged as a for-profit provider of affordable housing.
(6) A citizen who is actively engaged as a not-for-profit provider of affordable housing.
(7) A citizen who is actively engaged as a real estate professional in connection with affordable housing.
(8) A citizen who actively serves on the city plan board
(9) A citizen who represents employers within the jurisdiction.
(10) A citizen who represents essential services personnel, as defined in the local housing assistance plan.
(11) A citizen who resides within the city.
